I know neither the species nor the cultivar of this lovely little thing that pops up every year in the front yard, but I do know that it is one of the most striking flowers out in that space. Broad hevily fringed leaves grow up a stalk up to about 18 inches tall, topped in a spike of double-petaled, intensely caerulean blue blooms that last for a couple of weeks altogether. Most Delphinium species appreciate a month or two of cold stratification to germinate, and I expect this will be the same.
